PREQUALIFICATION ANNOUNCEMENT This is a PREQUALIFICATION OF SOURCES announcement, issued in accordance with DFARS 236.101-70 (DFARS CD 2026-O0019) - Prequalification of Sources, and the U.S. Army Corps of Engineers Acquisition Instruction (UAI) 5136.272. No reimbursement will be made for any costs associated with providing information in response to this announcement. The U.S. Army Corps of Engineers (USACE), New England District is seeking to prequalify sources for Solicitation W912WJ26BA011, Construction of Fire Station and Air Passenger Terminal (APT), Demolish Building 1721 at Hanscom AFB (HAFB), MA. Only those sources that submit a prequalification package and are found qualified will be eligible to compete in the resulting Invitation for Bid (IFB). The project solicitation is planned to be issued on or around the end of July 2026. This procurement will be an unrestricted procurement. All eligible firms, regardless of size standard, are eligible to submit for prequalification. The estimated magnitude of this project is between $25M to $50M. BACKGROUND This acquisition is to build a new fire station at HAFB, a new APT, and demolish Building 1721. The current fire station is in Building 1721, which also includes HAFB’s APT. A new APT will be constructed near its current location. The new fire station will be built on HAFB at the site of an abandoned gas station, Building 1639. Building 1639 is currently being demolished under a separate contract. The new fire station will be a single story, 25,532 square foot (SF), fully functional facility. The program includes apparatus bays for six vehicles, living quarters, and administration spaces. Proposed construction will consist of a concrete foundation, reinforced floor slabs, steel framing and masonry walls, HVAC, central fire alarm, Emergency Communications Center with Fire and Security Forces Dispatch, paving, and landscaping. The APT will be constructed north of existing Building 1721 and will be a single story 5,156 SF facility. The APT will include the safety offices, Distinguished Visitors lounge, pavement for building access and turnaround, as well as sidewalks. The existing flightline perimeter fence will be re-routed to the new APT building location. Building 1721, to be demolished, is an existing multi-story, 21,270 SF, facility that houses the existing fire station, safety offices, air passenger terminal, and Distinguished Visitor lounge. Building 1721 must remain operational until the two new buildings have been completed and the tenants have moved into their new respective buildings. QUALIFICATION REQUIREMENTS: Submit an example of one prior construction project. All of the following must be true: Project consisted of one building (not multiple buildings within a single project); Project was new vertical construction (not renovation); Minimum total construction cost of $30M; Minimum interior area of 18,000 square feet; Project reached 100% completion within the last ten years. A project is defined as work performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the IDIQ contract should not be submitted as a project; rather, potential bidders should submit the work performed under a task order as a project. The entity that bids on W912WJ26BA011 must either: Be the exact same entity as the prime general contractor for the prequalification project; or Include in its prequalification submission a Letter of Commitment from the prime general contractor for the prequalification project. The letter shall include a commitment to be meaningfully involved during contract performance. The subcontractor/partner must be utilized during performance of the contract and cannot be replaced without approval from the Contracting Officer. Replacement without Contracting Officer approval will be grounds for contract termination. DOCUMENTATION REQUIREMENTS Each potential bidder shall send USACE the following – CAGE Code and evidence of active registration in SAM. 2. Prior project narrative (not to exceed 5 pages) that includes: All elements listed above; Description of the work performed; Location of the prior project; Role of potential bidder on prior project; Project customer contact information. 3. Letter of Commitment (if required) SOLICITATION PROCESS: Following Prequalification procedures, qualified Bidders will be invited to submit a bid in response to an Invitation for Bid. Only those contractors prequalified will be eligible to receive an invitation for bid. The apparent low bid will be reviewed for responsiveness and the bidder reviewed for responsibility. PREQUALIFICATION RESPONSES Interested firms shall respond to this Prequalification of Sources announcement no later than 2:00pm 23 July 2026, to be eligible for evaluation of their qualifications. All interested firms must be actively registered at www.sam.gov using NAICS 236220 to be eligible for award of federal contracts.
