Contractors must provide clear and compelling evidence demonstrating their ability to meet all requirements outlined in this solicitation. This requirement is restricted to small business vendors (Small Business Set-Aside) capable of supplying the required items through open-market contracts. Award will be made in accordance with the Addendum to FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, and FAR 52.212-2, Evaluation Commercial Products and Commercial Services.
