Description

The USGS Eastern Ecological Science Center requires hazmat removal services that include waste characterization, packaging, labeling, documentation, technical support, and all necessary licenses, permits, insurance, and waste disposition. PFAS bio waste from the bird pens has been collected and placed in large bags for removal, with Exhibit A (PFAS list) and Exhibit B (photos of the bags) provided in Statement of Work Attachment 2. The site also contains 15 bird pens that require PFAS substrate testing, with a total of 75 samples collected¿five per pen¿using a staggered sampling grid to a depth of 6 inches below ground surface. If sampling results exceed acceptable PFAS limits, the contaminated soil must be excavated and disposed of in accordance with federal and state regulations. - Period of Performance is 84 days ARO. - Request for Quotes (RFQ) 140G0126Q0177 will close July 24, 2025, at 10:00 am pacific standard time. - A site visit will be held on Thursday July 16, 2026, at 9:00 a.m. eastern time CONTRACTORS ARE STRONGLY ENCOURAGED TO ATTEND THE SITE VISIT. For site visit information please refer to E-1 Addendum to FAR 52.212-1. If you are planning to attend, please email either Dayna Parkin or Tim Saucier at dayna_parkin@ios.doi.gov or tsaucier@usgs.gov to provide you're the names who are going, and emails along with phone numbers no later than 24 hours before the site visit starts. - The NAICS Code is 562112. The size standard is $47.0 million. This acquisition will be 100% Small Business Set Aside. - Amendment 0001 has been implemented to extend the closing date from: July 24, 2026, at 10:00 am pacific time to: July 31, 2026, at 10:00 am pacific time. - Amendment 0002 has been implemented to extend the closing date from July 31, 2026, 10:00 am pacific time to: August 07, 2026, 10:00 am pacific time. Add FAR Clause 52.223-3 Hazardous Material Identification and Material Safety Data. (FEB 2021) and FAR Clause 52.236-2 Differing Site Conditions (APR 1984). See Attachment 4 for the full description of FAR Clause 52.223-3 and 52.236-2. A second site visit will be conducted on Thursday July 30, 2026, at 9:00 am eastern time. Section B.1 Schedule of Items has been updated please refer to B09 Attachment 7 B.1 Schedule of Items Updated. - The anticipated award date of the contract is July 29, 2026. A vendor must be registered at https://www.sam.gov/portal to be eligible for award. All responsible sources may submit a proposal which shall be considered by the agency.
