(1) Vendor needs to provide depository and various other banking services for coordinating the transition without disruption to payroll, pension payments, utility collections, ACH, wires, and other critical operations to the government authority located in Centralia, IL.– Automated Clearing House (ACH) Debit and Credit ServicesThe City utilizes ACH services in various capacities including its biweekly payroll and monthly pension remittance processes. The City also utilizes ACH services for its utility customers who sign up to pay the City via ACH each month.– Collection and Deposit ServicesDeposits are made periodically during the business day to designated locations mutually agreed upon by the City and the bank. All proposing banks are required to describe its service, including:• Cutoff times and requirements by location (vault, teller, bank center, branch)• Type of deposit bag used/required• Standard return and re–clear processing– On–Line BankingThe City requires on–line/internet–based banking services software accessible by web browser. All proposing banks are required to describe its service and a list of all capabilities, including its ability to provide the following basic services:Reporting:• Daily balance reporting – summary• Daily balance reporting – detail (with check detail and images)– Positive PayThe City is interested in using positive pay or other similar services. All proposing banks are required to provide a sample report and describe bank positive pay services, including:• Positive pay service and verification items• Data transmission methods and time windows– Purchasing Card Services• Online card management including new card issuance, deletion, replacing, modifying, etc.• Settlement terms/billing cycle options• Payment options• Card control and usage restriction options (2) All question must be submitted no later than October 14, 2026.
