(1) Vendor needs to provide investment advisory and portfolio management services to the government authority located in Denver, CO. • Provide investment research and supervision of the Portfolio investments, and conduct a continuous program of investment, evaluation, and when appropriate, sale and reinvestment of Portfolio assets in strict accordance with agency’s adopted Investment Policy and applicable statutory guidelines.• Continuously monitor evolving market conditions, economic trends, and investment opportunities to evaluate and optimize the risk–return profile of the Portfolio.• Provide comprehensive monthly accounting statements and detailed quarterly performance reports, including a schedule of all transactions, asset valuations as of the final business day of the period, net asset value calculations, and performance metrics evaluated against agreed–upon market benchmarks. • Place all orders for the purchase, sale, loan, or exchange of portfolio securities for agency’s account with qualified brokers or dealers. Act as agency’s authorized agent to issue timely instructions to the designated custodian regarding the delivery of securities and transfer of cash, actively seeking best execution and the most favorable net price.• Present the performance, positioning, and outlook of the Portfolio to agency’s Board of Directors at least annually, or more frequently upon request. Performance evaluations will rely on criteria and benchmarks determined collaboratively by agency and the Advisor.• Assist agency staff and external auditors with specialized reporting needs related to annual financial statement disclosures, audit requests, and compliance with Governmental Accounting Standards Board (GASB) requirements.• Assist agency with the strategic structuring and investing of ad–hoc or additional financial resources, such as bond proceeds, reserve funds, and capital improvement funds, ensuring compliance with arbitrage regulations and cash–flow demands.(2) All the questions must be submitted no later than September 14, 2026.
