PLEASE NOTE ONLY HARD COPY SUBMITTALS WILL BE ACCEPTED. Sealed proposals for the construction of the ECTOR COUNTY - AMERICAN RESCUE PLAN ACT WATER LINE PROJECTS BID PACKAGE NO. 2, ARPA CONTRACT NO. ARP-TX-21-175 will be received at Ector County Administration Building Annex, Purchasing Department at 1010 East 8th Street, Odessa, TX until 2:00 PM CST, Tuesday, November 26 th , 2024 . Proposals will be opened publicly and read aloud at 2:00 PM CST in the Commissioner’s Courtroom, Ector County Administration Building Annex, 1010 East 8 th Street, Odessa, Texas . BIDS shall be submitted in sealed envelopes upon the blank bid form furnished. Sealed envelopes shall be marked “ECTOR COUNTY - AMERICAN RESCUE PLAN ACT WATER LINE PROJECTS BID PACKAGE NO. 2 - DO NOT OPEN UNTIL 2:00 PM TUESDAY, NOVEMBER 26 TH , 2024 ” The project to be constructed will be financed with assistance from the U.S. Department of Treasury under the Coronavirus State and Local Fiscal Recovery Funds (SLFRF/ARPA) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts for construction. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Section 3, Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids.
