(1) Vendor needs to provide public market operations planning consultant service to the government authority located in Vancouver, WA.• The plan will identify roles and responsibilities, recommend policies and procedures, and provide guidance on how the market should be managed and maintained. – Management and governance structure– Tenant and vendor coordination– Public access and customer experience– Maintenance and security– Events and programming– Financial administration– Other related tasks as they become identified through the public market project development.• The consultant shall evaluate and recommend one or more operating and governance models for the public market, including a clear allocation of responsibilities between the port and any third–party operator, manager, or service provider• The analysis shall address oversight structure, decision–making authority, performance expectations, and operational points of contact.• The consultant shall develop an operational framework for facilities and commercial functions, including management responsibilities for building systems and utilities, such as water, sewer, electrical service, data, solid waste and recycling, and Wi–Fi, as well as usage parameters for leased premises.• The consultant shall prepare recommendations regarding leasing and occupancy management, including lease structures, micro–lease arrangements, short–term rental practices, fee structures, and related administrative responsibilities.• The consultant shall develop as part of the Operations Plan, a Marketing Strategy that includes but is not limited to recommendations for events, programming, entertainment, and partnerships, including applicable policies, restrictions, approval procedures, and coordination requirements.(2) The contract period will be for one year.(3) All the questions must be submitted no later than November 4, 2026.
