(1) Vendor needs to provide attorney workload study services to the government authority located in Boston, MA.– Conduct independent, comprehensive workload studies of attorneys providing representation in children and family law matters and mental health litigation matters.– Studies is to evaluate existing attorney workload and caseload standards in each division and determine whether they appropriately reflect the time, resources, and professional responsibilities required to provide effective, high–quality legal representation.– Studies should employ a transparent, defensible methodology that considers the limitations of available administrative and timekeeping data and appropriately accounts for the professional and ethical obligations of attorneys representing individuals in each division.– Studies will include an assessment of current workload demands, identification of factors affecting attorney capacity, and development of recommendations concerning appropriate workload and caseload standards.– Assess the demands of representing individuals across case types, including differences in case complexity, duration, stages of representation, and attorney responsibilities.– Develop and implement an appropriate, evidence–based methodology for evaluating attorney workloads, drawing upon relevant research, comparable jurisdictional studies, and informed professional judgment for each division.– Develop evidence–based recommendations for reasonable and sustainable attorney workload standards, including potential caseload limits or alternative measures of attorney capacity for each division.(2) All questions must be submitted no later than November 9,2026.(3) The contract period will be for one year.
