White Horse Road and Burnt Mill Road Intersection Improvements Preliminary Engineering and Final Design in Voorhees Township, Camden County, New Jersey

The Delaware Valley Regional Planning Commission (DVRPC) is seeking proposals from qualified vendors to obtain professional engineering services for the preparation of preliminary and final engineering design plans, specifications, and estimates for the Improvements to Intersection of Burnt Mill Road (CR 670) and White Horse Road (CR 673) project in Voorhees Township, Camden County. The improvements to the intersection shall be designed consistent with the Preliminary Preferred Alternative (PPA) selected under the Local Concept Development (CD) Report prepared by JMT dated October 2024. The CD Report was prepared using Federal Highway Administration (FHWA) funding managed by the Delaware Valley Regional Planning Commission (DVRPC). The critical components of this professional engineering design service project include, but are not limited to: 1. Coordinate design and conduct meeting(s) with DVRPC, NJDOT, NJDEP, Voorhees Township, Camden County Parks Department, Camden County Public Works, and all related Government agencies and affected businesses, residents, community organizations, and stakeholders. 2. Coordinate design and conduct meeting(s) with all utilities, including Atlantic City Electric/PSEG Electric, South Jersey Gas, NJAW, Verizon, Comcast, CCMUA, Voorhees Sewer Utility Office, Fiber Utility and any other utilities impacted by the project design. 3. Wetlands Investigation 4. Roadway Pavement and Geotechnical Investigations 5. Soil testing for classification for disposal purposes, as applicable. 6. Preliminary Engineering Plans and Specifications 7. Prepare Categorical Exception Documents including coordinating with BEPR CED requirements, preparation of initial CE document and coordinating (including public outreach and documenting) two Public Information Center (PIC) meetings (in-person) (1 PE and 1 FD), Environmental Constraints/Commitment Plans and Environmental Revaluation documents. 8. Preparation of Preliminary and Final ROW Plans, all incidental right-of-way work, including deed search and preparation of individual parcel maps and legal descriptions. 9. Obtain/coordinate all NJDEP permits (as applicable), NJDOT reviews and approvals (as applicable), Camden County Soil Conservation & Sediment Control Certification, and ALL permits required for the project as may be required. 10. Final Engineering, including preparation and submission of Final Plans, Specifications and Bid Documents, Engineer’s Design Certification and Engineering Estimates 11. Provide assistance in construction bid proceedings and analysis of bids. 12. Provide construction support services including review of submittals/shop drawings, respond to design related RFI, prepare design revisions to address conflicts. The Consultant selected shall provide the following Scope of Services at a minimum. It is to be understood by the Consultant that DVRPC and Camden County will only accept a complete engineering services response that meets the needs of DVRPC and Camden County. The Consultant shall submit a schedule of completion dates for each phase of the work with their response.
