(1) Vendor needs to provide water and wastewater rate study service to the government authority located in Banning, CA. – Conduct a comprehensive water and wastewater rate study and develop a recycled water rate implementation strategy.– Rate study will assess the financial status of the water and wastewater enterprises, establish legally defensible cost–based rates, create a long–term financial plan, and support a transparent public process that complies with proposition 218 and other applicable requirements.(2) All the questions must be submitted no later than July 1, 2026.
