(1) Vendor needs to provide parcel analysis services to the government authority located in Gilbert, AZ.– Analysis that evaluates the highest and best use of a designated property, focusing on its potential to support a destination amenity.– Study considers market conditions, site characteristics, regulatory requirements, community priorities, and opportunities for public–private partnership (P3) models to identify a use that is both economically viable and beneficial to the community.– Recommend development strategies that align community objectives with tourism growth and leverage both public and private resources.– Analyze regional tourism trends, visitor demographics, market gaps, competitor amenities, and demand profiles.– Evaluate physical site conditions, transportation access, utilities, environmental constraints, water resource constraints, and compatibility with adjacent land uses.– Analyze financial considerations, including risk allocation, cost–sharing, revenue structures, long–term lifecycle costs, and return–on–investment profiles.– Preferred destination amenity concept development.– Develop preliminary site programming, spatial planning, operational considerations, and experience design themes.– Economic and community benefits assessment.– Assess community impacts, including quality–of–life enhancements, equity considerations, sustainability benefits, and alignment with local businesses.(2) All questions must be submitted no later than November 9, 2026.(3) A pre–bid meeting will be held on November 3, 2026.
