(1) Vendor needs to provide alerting improvement feasibility study service to the government authority located in Los Angeles, CA. - Research and evaluate alternative, alerting technologies such as outdoor warning systems that can function during disasters where cell phone service is limited and language barriers may be present.- Develop actionable recommendations for deploying additional alerting technology, including an analysis of their efficacy, suggested locations for installation (as they relate to major special events such as Olympic venues, cell service availability, and ingress/egress points in difficult evacuation areas), estimated installation costs, required numbers of units, and a discussion of implementation challenges.- Identifying appropriate sites for potential permanent or portable sirens. Key areas for considerations include zones where mass gatherings are likely (both planned, such as major sporting events, and unplanned, such as common areas for demonstrations) and areas that are at high risk for disasters where evacuation would be needed (high fire severity zones and tsunami zones).- Feasibility Analysis: Assessing if a fixed or portable siren system could effectively alert people in outdoor areas or those in areas where cell phone reception or if another method of communication can be more effective in providing redundant messaging. Other technologies identified in the technology review section should also be evaluated for feasibility and resilience from weather conditions.- Impact Review: Providing considerations for recommended locations, numbers, cost of installation, and discussing zoning or other challenges to implementation of the technology. Additionally, adding recommendations for additional studies to be conducted following the conclusion of the study, including environmental impact reports.(2) All the questions must be submitted no later than September 1, 2026.
