Vendor needs to provide finance management system development and support services.– Support a flexible, scalable chart of accounts and dimension structure for financial and operational reporting, including at least five levels of analysis (e.g., cost centre, department, project), alphanumeric dimension values, dimension hierarchies/groupings, and multi–currency functionality. New dimensions must be configurable without system redesign or downtime.– Allow authorised users to manage accounting periods, including period close and processing of future–dated transactions in closed periods.– Support accrual–based accounting in accordance with standard financial reporting practices.– The system shall support purchase requisition submission through a configurable workflow–driven approval process from requisition to purchase order. Approval routing shall be based on transaction value, user role, G/L account, department, dimensions, budgets, procurement thresholds and procurement type, and be maintainable by authorised administrators. Requisition users shall not require a full business central licence.– The system shall provide online goods and service receipt functionality, supporting multiple items, multiple deliveries, partial receipts, receipt reversals at line level, multiple invoices per purchase order, and three–way matching between purchase orders, receipts and supplier invoices.– The system shall maintain a searchable purchase order register and archive, allowing retrieval, viewing, printing, emailing and reporting of current and historical purchase orders.– The system shall provide a procurement approval solution fully integrated with contract management, maintaining unique approval references and complete procurement lifecycle records including suppliers, descriptions, values, invoiced amounts, commitments, balances, responsible employees, approval history, contract dates, compliance records and supporting documentation.– Support asset categorisation, grouping, and hierarchy management, including asset category, location, sub–location, parent–child relationships, and sub–assets.– Support end–to–end payment processing, including payment journal posting, automatic general ledger and vendor ledger updates, invoice application, balance updates, remittance advice generation, batch processing, multi–currency payments, and integration with banking files for traceability and reconciliation.– Provide budget reporting and analysis, including budget versus prior year comparisons, actual versus budget comparisons, variance analysis, cumulative budget versus actual reporting, and trend analysis over time.
