(1) Vendor needs to provide strategic planning and implementation services.– Position the commonwealth as a national leader in veteran health, well–being, and opportunity by designing a population health system that follows veterans across their entire lifecycle: transition out of the military, career coaching, benefits enrollment, community–based care, housing, social services, the veterans homes, and dignified burial.– Work collaboratively with leadership, staff, veterans, Veteran Service Officers (VSOs), state agencies, community partners, and other stakeholders to assess the current landscape, identify strategic priorities, and develop an actionable roadmap for advancing agency mission.– Stakeholder Engagement Plan– Design and facilitate strategic planning workshops with external stakeholders– Secure and fund venues for in–person stakeholder sessions, including logistics, accessibility, and technology.– Produce and execute a comprehensive workshop logistics plan including schedule, roles and responsibilities, venue requirements, participant coordination, materials distribution, and contingency planning.– Provide a summary of internal and external stakeholder feedback, including themes, opportunities, areas of consensus and unresolved issues– Commonwealth Veterans 2030 Strategic Plans(2) All questions must be submitted no later than October 2, 2026.
