(1) Vendor needs to provide funding research and strategic engagement public relations consultant service. – Provide integrated implementation, financial, service–delivery, governance, public opinion research, facilitation, and strategic communications services.– Evaluate the relationship among service cost, public benefit, user benefit, access, affordability, equity, community value, and the city’s stewardship responsibilities.– Assess current communications channels, audiences, messages, reach, accessibility, multilingual capacity, staffing, technology, approval processes, and information workflows across divisions and city communications.– Identify opportunities to improve internal coordination, audience segmentation, message consistency, website and social–media practices, partner communications, donor and philanthropic communications, and public access to understandable financial and performance information.– Develop a coordinated audience map, message architecture, channel strategy, internal workflow recommendations, accessible and multilingual communication guidance, and measures of reach, comprehension, trust, and action.– Develop practical scenarios that align service levels, funding capacity, capital investment, lifecycle reinvestment, operations, staffing, partnerships, and governance or delivery structure.– Develop preliminary subsidy, pricing, fee, and cost–recovery guidance that balances financial sustainability with affordability and access.– Identify responsibilities and service commitments the city should retain and where partners or volunteers can support or deliver services.– Use targeted research to address barriers to use, perceptions of safety, and expectations for staff, partner, and volunteer roles.(2) Pre–bid meeting will be held on November 5, 2026.
