The City of Philadelphia's Commerce Department through the Office of Economic Opportunity (OEO) is seeking proposals from qualified firms to support the development of the City's OEO Annual Participation Report, which documents Small Business Enterprise (SBE) spend across all City departments and quasi governmental agencies under the Mayor's jurisdiction.
