(1) Vendor needs to provide website enterprise licenses service.– Enterprise licensing and support for website.– The enterprise license includes access for metro staff involved in permitting without per–user or per–seat fees; research assistant, application assistant, the underlying knowledge base, and staff–facing chat assistant and email assistant as applicable to covered workflows.– Applicant pre–application guidance; guided application intake; real–time completeness validation; document classification and data extraction; corrections and resubmittals; review–support and workflow organization; reporting and analytics; configuration to metro's adopted codes. – GIS environment including, and permitting workflows; API–based integration with agency; ingestion and maintenance of metro knowledge sources; and all implementation, configuration, rule encoding, integration engineering and maintenance, testing, security review, deployment, onboarding and training, data and reporting support, and knowledge–base maintenance.(2) All the questions must be submitted no later than September 11, 2026.
