(1) Vendor needs to provide digital library collections and lending platform solutions. – The comprehensive digital library platforms available in the marketplace that provide eBooks, eAudiobooks, eMagazines, and digital lending capabilities through one platform.• Integrate with agency Aspen discovery layer;• Support patron authentication through agency library systems;• Provide options for prioritizing Arlington County residents in holds queues while maintaining access for reciprocal borrowers;• Support Kindle Paperwhite and other commonly used devices;• Support accessible use by patrons and staff with disabilities;• Support agency partnership with Public Schools through Public Library Connect and the sora application;• Offer flexible lending and licensing models;•Protect patron and Library information;• Provide collection–management, reporting, implementation, training, and support services; and• Provide clear and scalable pricing structures.• The availability, breadth, and diversity of eBooks, eAudiobooks, and eMagazines• The types of publishers and content providers represented• Available file formats and methods for downloading, streaming, or accessing content offline.• The patron experience for searching, borrowing, placing holds, renewing, and returning content• Available lending models, such as one–copy/one–user, simultaneous use, subscription, metered access, and perpetual access• Available tools for managing high–demand titles, holds, lending periods, and checkout limits• Available collection–development tools, including usage reporting, demand analysis, weeding, and collection optimization• Any significant content, publisher, geographic, device, or licensing restrictions(2) All questions must be submitted no later than October 5, 2026.
