BILLING-3263 - USA (Henrico, Virginia) - Payable Disbursement Services - Deadline December 3,2026

(1) Vendor needs to provide payable disbursement services to the government authority located in Henrico, VA. – Provide payable disbursement services on behalf of the agency. • Payment methods: Issue payment by check (printed, stuffed, and mailed with remittance detail), ACH, virtual/single–use cards, physical or electronic prepaid cards (e–cards), push–to–debit/instant payment, PayPal and Venmo, real–time payment and any other additional methods offered by the successful offeror.• Payee enrollment and choice: Provide a self–service portal allowing payees to select their preferred method of payment and manage remittance information, with agency–configurable rules on which methods are available to which type of payee.• Payment file processing and funding: Receive approved payment files from the agency’s ERP system.• Controls and fraud prevention: Provide positive pay, dual approval workflows, role–based access, audit trails and controls to detect duplicate payments and fraudulent bank account charges.• Reconciliation and reporting: Provide daily status files returned to the agency’s ERP and provide real time access to payment status, clearing, returns and voids, and provide monthly summary reporting by payment method.• Uncashed payments, escheatment and 1099 reporting: Manage stale–dated and uncashed payments, including support for Virginia unclaimed property (escheatment) reporting and availability of 1099 data.• Payee support: Provide payee–facing customer service for payment inquiries, enrollment and reissues, with defined service levels.(2) All the questions must be submitted no later than November 23, 2026.
