(1) Vendor needs to provide bridges to home technical assistance program services to local governments, tribal communities, and nonprofit organizations in the metro area working to increase organizational capacity, overcome barriers to affordable housing, and advance housing stability and housing opportunities to the government authority located in Arizona.• Affordable housing feasibility analysis, project underwriting, and financial modelling.• Affordable housing financing sources, including public, private, and layered financing.• Supporting predevelopment planning and project advancement through financing and development stages.• Affordable housing development practices, regulations, and funding programs, and compliance requirements.• Zoning, permitting, entitlement and local development approval processes.• Collaboration with local governments, planning departments, and development stakeholders.• Neighborhood engagement, community outreach, and building community support.• Partnership development among nonprofit organizations, public agencies, lenders, developers, and community stakeholders.• Project pipeline development and project advancement strategies.• Cross–sector collaboration and partnership development.• Strengthening organizational systems, operational capacity, and housing development readiness.• Affordable housing preservation strategies, asset management, and long–term stewardship.(2) All question must be submitted no later than July 22, 2026.(3) A contract period will be for one year.
