(1) Vendor needs to provide express lanes on–call legal support services to the government authority located in San Bernardino, CA.– Express Lanes Program is responsible for comprehensive operational responsibilities, including tolling, enforcement, customer service, roadway maintenance, and compliance with all state and federal requirements.• Litigation and Claims– Support and representation for disputes, claims, or litigation arising from Express Lanes operations, tolling activities, enforcement actions, or customer interactions.• Regulatory Compliance– Guidance on existing and proposed federal, state, and regional regulatory requirements governing express lanes/toll facilities and transportation authorities.• Governmental Law and Agreements– Legal review, drafting, and negotiation of interagency agreements, cooperative agreements, and contracts• Operational Support and Enforcement– Legal counsel related to toll collection, civil enforcement, violation processing, administrative procedures, and appeals• Privacy and Communications– Legal review of privacy policies, customer data handling, and retention policies.• Specialized Enforcement and Operational Technology– Support related to California Highway Patrol enforcement, occupancy detection technology deployment, and violation adjudication processes.(2) All question must be submitted no later than September 10, 2026.
