Vendor needs to provide SCADA system modernization and oversight services to the government authority located in Illinois.1. Design review and risk mitigation:– Evaluate the primary SCADA integrator’s architecture design, network topographies, and instrument specifications.– Review and optimize alarm rationalization, prioritization, and reporting–by–exception strategies.2. Construction, integration and loop testing oversight:– Provide regular on–site monitoring of control panel construction, electrical field installations, and communication network deployments.– Maintain comprehensive decision logs, review submittals, track change orders, and evaluate contractor payout requests.3. Commissioning, cutover and acceptance testing:– Oversee critical hot cutovers to ensure continuous utility or plant operations without unexpected downtime.
