GOVERNMENT OF JAMAICA MINISTRY OF EDUCATION, SKILLS, YOUTH & INFORMATION REQUEST FOR EXPRESSIONS OF INTEREST Country: Jamaica Name of Project: Jamaica Education Project (JEP) Loan No.: 9586-JM Assignment Title: Consultant: Predictive Student Early Warning System Review and Development Reference No.: JM-MOEY-556243-CS-INDV The Government of Jamaica has received financing from the World Bank toward the cost of the Jamaica Education Project (JEP), and intends to apply part of the proceeds for consulting services. The Government of Jamaica, through the Ministry of Education, Skills, Youth and Information (MoESYI) is seeking to address identified structural challenges in secondary education, through the Jamaica Education Project (JEP). The project is being implemented by the MoESYI with funding support provided by the World Bank, through a loan facility of US$30,000,000.00. It has five main components, : (i) Strengthening Teaching and Learning in Secondary Education; (ii) Supporting quality and resilient school infrastructure (iii) Strengthening information systems and strategies for student retention; (iv) Technical Assistance (TA), Strengthening Institutional Capacity and Project Management and (v) Contingent Emergency Response Component. A Project Implementation Unit has been established to accomplish the deliverables under each component of the project. Objective of the Consultancy The objective of this consultancy is to support the development and piloting of a data-driven predictive Early Warning System (EWS) for secondary students in Jamaica. This includes: i) assessing the availability and quality of administrative data; ii) identifying and validating key risk indicators; and iii) designing and implementing a predictive model and system capable of identifying students at risk of dropout to inform timely decision-making by the Ministry. The assignment focuses specifically on the technical development of the predictive model, while ensuring usability, documentation, and capacity transfer to the Ministry’s technical team. The MoESYI now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation shall be based on the relevant qualifications and experience of the individual Consultant. They are: Degree in statistics, data science, economics, or education policy (strong quantitative background) At least 5 years of relevant professional experience in quantitative analysis, data science, or applied econometrics. Demonstrated experience developing and validating predictive machine learning models using administrative or longitudinal data. Proven experience working with education data systems or large-scale administrative datasets, including data cleaning, structuring, and quality assessment. Proficiency in R, Python, or Stata for statistical modelling. Working knowledge of the Jamaican Education Context and global educational trends. Ability to work collaboratively and incorporate diverse stakeholder perspectives. Selection Method Individual Consultant Selection method as set out in the World Bank’s Procurement Regulations, September 2023. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on Conflict of Interest. Duration of Consultancy The activities associated with this assignment are expected to be completed in six (6) months .
