FEDERAL GOVERNMENT OF NIGERIA BORNO STATE Livestock Productivity and Resilience Support (L-PRES) Project (P160865) Request for Bids - Works (National Competitive Bidding) Issued on: 3rd August, 2026 Country: Nigeria Name of Project: Livestock Productivity and Resilience Support (L-PRES) Project Contract Title: Provision of Farm Inputs to Support Ranching and Pasture Development Alongside Restoration of Cattle Routes and Grazing Reserves Across Borno State Credit No.: 70570 RFB Reference No.: NG-BORNO L-PRES-544979-CW-RFB The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Livestock Productivity and Resilience Support (L-PRES) Project , and intends to apply part of the proceeds toward payments under the contract for the Provision of Farm Inputs to Support Ranching and Pasture Development Alongside Restoration of Cattle Routes and Grazing Reserves Across Borno State - under Borno L-PRES Project. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. A margin for domestic preference will not apply. INVITATION: Interested eligible bidders may obtain further information in writing from State Project Implementation Unit (SPIU), through the Project official Email: borno@lpresnigeria.gov. ng and may also inspect the bidding documents during office hours between 9.00 am – 4.00 pm, Monday – Friday at the address given below. 4. Bidding will be conducted through National Competitive procurement using a Request for Bids - works (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, November 2017, August 2018, November 2020 , September 2023 and (the sixth revised edition February 2025) (“Procurement Regulations”), and is open to all eligible Bidders at the following website: www.worldbank.org . 5. Interested eligible Bidders may obtain further information from the Borno L-PRES State Project Implementation Unit (SPIU) through the State Project Coordinator , Dr. Makinta Alhaji Ali, E -mail: makintaalhajiali@gmail.com and inspect the bidding document during office hours between 0900 to 1600 hours at the address given below. 6. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira Only (NGN 100,000.00). The method of payment will be made into the Borno L-PRES Project Accounts with the following details: Nigerian Naira Account: ACCOUNT NAME – Borno State L-PRES, ACCOUNT NUMBER – 1228642454; BANKER – Zenith Bank of Nigeria; Sort Code –057060035; CURRENCY – NGN . Verifiable payment evidence for the non-refundable fee is to be forwarded to the project. The document will be sent by courier or collected by hand. Prospective bidders will bear all costs if they choose delivery of the bidding documents by courier. 7. Bids must be delivered to the address below on or before 10:00 am (local time), 31st August, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 10:00 am (local time), on 31st August, 2026. 8. All Bid must be accompanied by a Bid Security of the amount in Nigerian Naira stated in the Table under paragraph 2 as above of this Specific Procurement Notice. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
