Memo No. 46.06.2000.000. 335.28.0034.26-171 Date: 21.09.2026 REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Services for Construction Supervision, Social Intermediation, Community Mobilization, and Awareness Raising for Improved Water Supply and Sanitation Services in Low-Income Communities (LICs) in Chattogram City (National - Package Reference: CWSIP/S8) The Government of the People's Republic of Bangladesh has received financing from the International Development Association toward the cost of the Chattogram Water Supply Improvement Project (CWSIP). Chattogram Water Supply and Sewerage Authority (CWASA), the implementing agency, intends to apply part of the proceeds of this financing to payments under the above-mentioned consulting assignment. The objective of the assignment is to support CWASA in implementing water-supply and non-network sanitation investments in selected low-income communities (LICs) in Chattogram City. The services combine construction supervision, social intermediation, community mobilization, awareness raising, stakeholder coordination, and the establishment of practical operations and maintenance (O&M) arrangements. The assignment is intended to ensure site readiness; secure the necessary community, landowner, and institutional agreements; supervise and document the works; establish community structures; agree O&M arrangements before handover; and provide CWASA with timely information for managing implementation, risks, service commencement, and post-commissioning support. CWASA now invites eligible national consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they possess the required qualifications and relevant experience. The EOI shall be supported by verifiable information on completed assignments. Qualification requirements 10 years of demonstrated organizational experience in participatory planning, awareness generation, behavior change communication, and community mobilization with poor communities in Bangladesh, preferably in WASH, public health, environmental health, or urban resilience; Five years of demonstrated experience working with urban poor communities or LICs on water supply, sanitation, FSM, shared sanitation, or related service delivery arrangements in Bangladesh; Demonstrated experience coordinating with city agencies, utilities, municipalities/ pourashavas, WASAs, district administrations, contractors, CBOs, NGOs, or landowners for implementation of community-level infrastructure or service-delivery assignments; and Demonstrated capacity to manage multidisciplinary field teams for construction supervision support, community facilitation, reporting, and coordination across multiple sites. Information to be included in the EOI a concise firm profile and evidence of legal registration and authorization to operate in Bangladesh; details of relevant assignments, including the client, country and location, period, status, scope of services, the firm's role, and supporting evidence; a description of the firm's organizational, financial-management, documentation, reporting, and quality-management systems; evidence of its capacity to deploy and manage multidisciplinary teams across multiple field locations. The firm assessed as having the best qualifications and relevant experience will be invited to submit a combined technical and financial proposal for negotiation. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, which set out the World Bank's policy on conflict of interest. A Consultant will be selected in accordance with the Consultant's Qualifications-based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023. Expression of Interest (EoI) (both hard copy and soft copy preferable) needs to be submitted (either in person or by mail or by e-mail) to the following address by 15:00 hours (BST) (GMT+6) on or before October 14, 2026.
