(1) Vendor needs to provide capacity building consultant service to the government authority located in Hagerstown, MD. • Provide the framework for implementation of the newly developed strategic plan.• Facilitate training to enhance organizational skills and performance including coaching staff and members, facilitating workshops, and providing strategic advice to strengthen institutional capabilities.• Utilize the inventory of local resources serving the target population in the community to identify any gaps in service and insufficient programs addressing the issues and needs in regard to the strategic goals.• Develop a capacity building progress tracker a template tool that can be used to track and monitor progress(2) All the questions must be submitted no later than Aug 26, 2026.
