(1) Vendor needs to provide housing education consulting services to the non–profit organizations located in New Rochelle, NY. – Design and deliver a comprehensive community education program focused on housing stability, rental tenant’s and property owner’s rights, and financial awareness of housing economics, including homeownership and mortgage lending. – Design and facilitate a training curriculum comprised of three distinct modules:• Property owners training module: The goal of this module is to support landlords and property managers in creating safe, well–maintained, and compliant rental housing.– Develop curriculum to support property owners with the goal of increasing housing inventory in agency under the affordable housing initiatives.– Present incentives and guidelines from local housing organizations, public entities, and regulated utilities for residential rehabilitation through energy efficiency and weatherization programs for property owners.• Rental tenant training module: The goal of this module is to equip residents with the knowledge and skills needed to obtain, maintain, and succeed in stable housing.– Through practical guidance on budgeting, credit improvement, rental readiness, tenant rights and responsibilities, and communication with landlords, the program helps residents strengthen their financial stability and expand their ability to secure quality rental housing within the agency.– Present strategies for maintaining positive landlord–tenant relationships and provide information on rental assistance programs and strategies to find and retain affordable housing.• Financial readiness training module: The goal of the financial readiness training program is to equip agency residents with the knowledge, skills, and practical tools needed to successfully navigate the rental and home–buying markets.– Through workshops, coaching, and access to community resources, the program aims to improve resident’s credit scores, increase savings for rental deposits or down payments, enhance understanding of tenant and homeowner responsibilities, and ultimately expand their ability to obtain and maintain stable housing within the agency, topics should include:– Credit improvement for better housing opportunities.– Savings and financial stability.– Introduction to investing and wealth building.– Preparation for home ownership.(2) All the questions must be submitted no later than August 31, 2026.
