(1) Vendor needs to provide web–based electronic application approval system design, implement, and administer solution. – Provide design, implement, and administer an electronic application approval system that leverages Artificial Intelligence (AI) capabilities for automated intake, verification, and eligibility determination.– Develop and manage a secure, user–friendly electronic application platform.– Automate eligibility screening and approval workflows using AI.– Provide customer support, fraud detection, and data reporting.– Application Platform Development and Management:• Design and implement a web–based and mobile–friendly application portal with secure login and multifactor authentication.• Provide multi–language support (English, Spanish, Arabic, etc.) and ADA–compliant accessibility features through a dedicated telephone number and via web–based and mobile friendly application.• Integrate AI–powered document recognition (OCR) for scanning, classifying, and validating required documents.– Application Intake and Processing:• Utilize AI–driven eligibility engines to pre–screen and auto–classify applications.• Conduct automated identity verification (ID validation, address confirmation, confirmation of residency, and cross–checks with credit bureau or state ID systems).– Customer Support Services:• Provide multi–channel application support (call center, email, live chat, chatbot, and in–app messaging).• Integrate AI chatbots for 24/7 answers to common questions.– AI and Advanced Analytics Capabilities:• Continuously improve AI models through machine learning using program data, while avoiding bias or disparate impact.• Ensure explainability of AI decisions for transparency in eligibility determination.(2) The contract period will be for two years.
