(1) Vendor needs to provide development finance and economic development advisory services to the government authority located in Poynette, WI. • Analysis of alternative development and park/recreation facility construction scenarios, including order–of–magnitude cost estimates and phasing options provided by a separate park planning firm hired by the agency.• Identification and evaluation of creative and comprehensive capital financing strategies, including Tax Increment Financing, New Markets Tax Credits, Opportunity Zone incentives, job creation incentives, grants, and other public and private capital sources.• Fiscal and economic impact analysis of proposed development scenarios on the agency’s tax base, budget, and service obligations. • Evaluation and structuring of potential public–private partnerships related to business attraction, business expansion, and site selection.• Preparation of TIF district feasibility analyses, project plans, and related documentation consistent with Wis. Stat. § 66.1105.• Presentations to and advisory support for the agency Board of Trustees, agency staff, Park and Rec Commission, Plan Commission, Steering Committee and Joint Review Board, as applicable.• Such other related municipal advisory and economic development consulting services as the agency may request.(2) All the questions must be submitted no later than July 24, 2026.
