PNCC - Backflow Prevention System
Palmerston North City Council
Description
As Palmerston North’s urban infrastructure continues to expand, the number of Backflow Prevention Devices installed in public parks, municipal buildings, and industrial areas has grown significantly. These devices play a critical role in helping to protect the city’s potable water supply by reducing the risk of cross-contamination with potentially hazardous non-potable sources. Palmerston North City Council (PNCC) is committed to maintaining the highest standards of public health and water safety. To fulfil this responsibility and meet mandatory regulatory obligations under the New Zealand Building Code and Drinking Water Standards, the Council requires a reliable and experienced service provider to undertake the annual testing, maintenance, and repair of approximately 600 Backflow Prevention Devices. Of these, around 5% require testing twice per year. In cases where a device fails testing, the appointed supplier must carry out all necessary remedial works, including technical assessment, provision of a fixed-price quote for parts and labour, and execution of repairs to restore full compliance and functionality. All testing and maintenance activities must be performed by Independently Qualified Persons (IQP) in accordance with current New Zealand regulations and industry best practices.
