(1) Vendor needs to provide self–performing construction work feasibility study service to the government authority located in Los Angeles, CA. – The study should also include a comparative analysis of self–performing versus subcontracting the same scopes of work, assessing each approach in terms of cost efficiency, Safety, quality control, risk allocation, schedule reliability, and long–term strategic value to transportation infrastructure.– Establish the technical requirements and procedural framework for preparing a feasibility report assessing the company’s ability to self–perform specific scopes of construction work.– The feasibility report shall be prepared under the supervision of qualified professionals with expertise in construction management, estimating, scheduling, and risk analysis.– Data collection and baseline information.– Risk identification and mitigation analysis.– Safety and regulatory compliance.– Financial, operational, and cost analysis.– Schedule and productivity analysis.– Quality assurance and control.(2) All the questions must be submitted no later than September 25, 2026.(3) Pre–proposal meeting has been held on September 22, 2026.
