REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR SELECTION OF INDIVIDUAL CONSULTANTS 1. The Karachi Water & Sewerage Corporation (KW&SC) have received a loan through EAD, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) / Asian Infrastructure Investment Bank (AIIB) and the counterpart share of funds from GOS for the Project Implementation Unit (PIU), Karachi Water & Sewerage Services Improvement Project (KWSSIP-II). 2. The PIU, KWSSIP intends to apply part of the proceeds to make eligible payments against the services of following candidates as individual consultants at PIU, KWSSIP. 01 Manager Procurement/Contracts (01 Position) Bachelors (16 years of education) degree from an HEC recognized or international university in Engineering, Law, Business Administration or any other relevant degree along with Masters in Engineering or Business Administration or international certification/diploma in public procurement/supply chain. A minimum of 10 years of specific experience in procurement and contract management. Preference will be given to candidates with experience on major civil and mechanical works projects. Prior exposure to the Contract/procurement management practices of the World Bank or other multilateral development partners will be considered a strong advantage Extensive experience with FIDIC contracts, large-scale procurements, including contract administration. Strong capability in claims evaluation, dispute resolution, and serving impartially and competently on Procurement Evaluation Committees. 02 Senior Social Development Specialist (01 Position) Master’s degree or above in social sciences (e.g. development studies, sociology, human geography, urban studies, anthropology or any relevant subject) from a recognized university. At least 10 years or above of experience including but not limited to working with communities, community mobilization and engagement. Relevant experience in the preparation of or assisting in the preparation of community or stakeholder engagement/mobilization strategies or plans, participatory development plans. Experience in resettlement management, implementation of social safeguards and preparation of or assisting in the preparation of at least 5 resettlement plans for infrastructure projects Experience in urban settings would be an advantage. Strong knowledge of relevant Federal, Provincial, and local laws, standards, regulations, and policies such as those pertaining to land acquisition and resettlement, labour management and protection, special protection legislation, mechanisms and provisions pertaining to women and vulnerable and marginalized groups. Strong knowledge of the social safeguards/ social risk management policies and environment and social frameworks, and compliance requirements of IFIs (e.g. World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, JICA etc.) 03 Technical & Engineering Associate (Civil) (02 Position) Bachelor's degree in Civil Engineering or equivalent from a Higher Education Commission (HEC)-recognized university. Minimum of 05 years of professional experience in major civil works projects. Demonstrated technical and engineering expertise in planning, design, preparation of technical specifications, bidding documents, and construction supervision. Experience with the technical management practices of the World Bank or other multilateral development partners will be considered a strong advantage. Valid membership and/or registration with a recognized professional engineering body is mandatory. 04 Technical & Engineering Associate (Electro-Mechanical) (01 Position) Bachelor's degree in Mechanical or Electrical Engineering, or an equivalent discipline, from a Higher Education Commission (HEC)-recognized university. Minimum five (05) years of relevant professional experience in the planning, design, and implementation of major infrastructure or civil works projects. The candidate should have strong technical and engineering skills and experience in assisting planning, design, preparation of specifications and bidding packages and construction supervision. Prior experience with the technical management practices, procurement, or contract administration of the World Bank or other multilateral development partners will be considered a distinct advantage. Valid membership and/or registration with a recognized professional engineering body is mandatory. 05 Technical & Engineering Specialist (Structure) (01 Position) Bachelor's degree in Civil Engineering or an equivalent discipline, together with a Master's degree in Structural Engineering, Geotechnical Engineering, Earthquake Engineering, or an equivalent field from a Higher Education Commission (HEC)-recognized university. Minimum ten (10) years of progressively responsible professional experience in the design, supervision, and implementation of major civil infrastructure projects executed under FIDIC Conditions of Contract and financed or supported by Multilateral Development Banks (MDBs). Demonstrated expertise in structural engineering, Structural planning, analysis, and design, Software-based structural design and analysis, Finite Element Modelling (FEM), Linear and nonlinear structural analysis and Design of reinforced concrete and structural steel systems. Proven hands-on experience in the application of commercial structural engineering software relevant to the assignment. Demonstrated experience in Preparation of structural design criteria, technical specifications, and bidding documents, Review and verification of engineering drawings, structural calculations, and design submissions, Construction supervision and quality assurance of structural works and contract administration and technical management of civil and infrastructure projects. Prior experience with the technical, contract management, and implementation practices of the World Bank or other Multilateral Development Banks (MDBs) will be considered a distinct advantage. 3. The detailed ToRs for the Individual Consultant Services of above-mentioned positions can be obtained from the website: www.kwssip.gos.pk. 4.Interested consultants may submit their Expressions of Interest (EoI) in the form of Covering Letter along with detailed CV and supporting documents (copies of CNIC, passport, degrees, and all relevant certificates) via email to the Project Director PIU (KWSSIP) at applications@kwssip.gos.pk. Last date for submission of EOIs is 20th July, 2026. 5. Qualified female candidates are strongly encouraged to apply. If a face-to-face meeting is required, same shall be done virtually. 6. The consultants shall be selected in accordance with (Section-VII Open Competitive Selection of Individual Consultants of World Bank’s Procurement Regulations for IPF Borrowers (Revised Fifth Edition September 2023).
