(1) Vendor needs to provide web–based mass notification system.– A hosted, online high–speed mass notification system that can deliver time–sensitive voice landline and cellphone, SMS, and email messages to the entire city or designated sub–populations, including residents and businesses in designated geographic areas, and those who wish to receive information in languages other than English.– Mobile application a mobile application should be available to serve as an additional channel forsubscribers to receive notifications in addition to standard mass notification delivery channels of voice, email, and SMS.– High–Speed calling the city expects to be able to call up to 150,000 households and businesseswithin ten minutes using a robust and reliable system, achieving an average call rate of at least 250 voice contacts per second.– Citywide snow and public safety emergency notifications.– Citywide informational notifications for events and civic activities.– Neighborhood–specific alerts of water utility work, road closures, and similar geographically based events.– Internal announcements to city employees, including emergency recalls and notifications for employees who are not residents.– Full system web–based access by multiple authorized users.(2) The contract period will be for two years.   (3) All the questions must be submitted no later than August 6,2026.
