Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.: Key Experts and Required Qualifications The consulting firm must demonstrate: Proven Experience: At least 10 years of experience in preparing RAPs for large-scale linear infrastructure projects (roads, railways, transmission lines) in Africa, with a minimum of 3 successfully completed in The Gambia and World Bank-approved RAPs. Local Expertise: Demonstrated experience working in The Gambia, with in-depth knowledge of customary land tenure systems, local governance structures (Alkalo, Seyfo), and national laws (LACA 1991) and the Land policy 2026-2035 Evidence of Attestations/References of successfully performing similar assignments in The Gambia must be provided. The team should be composed of the profiles: No. Key Expert Minimum Qualification & Experience 1 Team leader Senior Resettlement Specialist (International or National) Qualification and Skills MSc in Social Sciences, Economics, or a related field, with at least 10 years of demonstrated experience leading the preparation of Resettlement Action Plans (RAPs) for World Bank–funded projects, specifically in the road sector (including rural and urban road development, rehabilitation, and upgrading). Proven expertise in managing land acquisition, physical and economic displacement, and stakeholder engagement associated with linear infrastructure. Fluent in English. Experience Demonstrated experience in linear infrastructure projects, particularly road development (rural, urban, and highway corridors), with a strong understanding of the associated social risks and resettlement impacts, including right-of-way acquisition, displacement of roadside economic activities, disruption of access (temporary or permanent), and impacts on roadside vendors, informal settlers, transport operators, and vulnerable groups. Familiarity with the World Bank Environmental and Social Framework (ESF), especially: Land Acquisition, Restrictions on Land Use and Involuntary Resettlement (ESS5) Demonstrated proficiency in using social data analysis tools (e.g., SPSS, STATA) and GIS applications to analyze household survey and census data, map road alignments, right-of-way boundaries, and affected assets, and support socio-economic assessments and resettlement planning for road infrastructure project Land Valuation and Asset Assessment Expertise: Strong understanding of land tenure systems, asset inventory, valuation methodologies, and compensation frameworks applicable to land acquisition and involuntary resettlement. Experience working with national land valuation experts, cadastral authorities, and land administration agencies to ensure that asset valuation is conducted in line with replacement cost principles and national legal requirements. 2 Socio-Economic specialist/expert in Socio-economic surveys, gender, social inclusion and public consultation (National) Qualifications and Skills MSc in Social Sciences. 8+ years’ experience in socio-economic surveys, gender analysis, vulnerability assessment, and participatory consultation in The Gambia. Fluency in English. Experience At least 10 years of demonstrated experience in social safeguards, including social risk and impact assessments, public and stakeholder consultations for infrastructure projects, and the design and implementation of inclusive and participatory engagement processes. Demonstrated experience in conducting gender-responsive social assessments, including engagement with vulnerable and traditionally marginalized groups, and at least 5 years of experience in GBV/SEA/SH prevention and response, applying survivor-centered approaches and referral Mechanism. Excellent written and verbal communication skills in English, with fluency in at least two local languages (e.g., Mandinka, Fula, Wolof, or other widely spoken local languages in The Gambia) to effectively facilitate stakeholder engagement and community consultations. Ability to work with little supervision 3 Expert in Geographical Information System (GIS) With a postgraduate degree (Master level) with at least 4 years of professional experience in his area of expertise, good knowledge of GIS software, database management system (Access, Excel), modelling and knowledge in photointerpretation and remote sensing. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
