(1) Vendor needs to provide web–based grant application, review, and management platform. • Provide, implement, and support a comprehensive electronic grant management platform. • Platform will serve as a centralized hub for the administration of city grant programs and should support grant activities from application and review through award, ongoing grant administration, including housing program service data, reporting, and closeout.• Provide project management and implementation services for configuration and deployment of the updated platform.• Allow multiple grant programs to be administered within the same platform.• Provide a secure, web–based platform accessible to authorized City staff and other approved users.• Allow authorized City staff to configure routine workflows, application forms, communications, scoring criteria, and reporting requirements without vendor assistance.• Allow authorized City staff to create and configure grant opportunities and application forms.• Track application status and submission date and time.• Provide automated reviewer assignment notifications and deadline reminders.• Track grant periods, award amounts, reporting requirements, and grant status.• Provide automated reminders for reporting deadlines, overdue reports, or other required grant activities.• Allow authorized users to search, sort, and filter grant information.• Provide tools or templates that simplify bulk import of existing grant information.(2) All the questions must be submitted no later than October 9, 2026.
