(1) Vendor needs to provide binational advocacy consulting services to the government authority located in California.• Develop and execute tailored strategies to propose legislation, policies, or regulations to facilitate outcomes supportive of projects; including to public advocacy, written comment, public testimony, and stakeholder engagement.• Track and monitor activity of relevant bills, programs, regulations, funding opportunities, executive actions, and other policies of interest.• Monitor and report on legislation, regulations, and policy initiatives of interest from inception through adoption, implementation, or termination.• Draft, coordinate, and advocate for specific report language, directives, and line–item funding requests in appropriations bills and accompanying committee reports, including Community Project Funding/Congressionally Directed Spending.• Monitor, analyze, and develop strategies for inclusion of priorities in budget reconciliation legislation, omnibus packages, and other major legislative vehicles.• Create funding strategies to leverage new and existing federal funding sources, funding programs, and the federal budget process.• Monitor regulatory agency activities, requests for comments, and public hearings to identify advocacy opportunities for interests.(2) All questions must be submitted no later than August 19, 2026 (3) The contract period will be for three years.
