WD-16427 - Senegal - GLOBAL - Website Design and Development Service using CMS - Deadline November 18,2026

(1) Vendor needs to provide website design and development service using CMS. – Review agency's current website, brand guidelines, existing content, and comparable/aspirational institutional websites.– Develop the website structure and user journeys for key audiences, including policymakers, researchers, media, partners, and funders.– Propose a technical approach and recommended CMS/hosting solution, with a rationale and a three–year total cost of ownership estimate.– Website Design (UI/UX)- Design wireframes and a visual concept for key page templates, including: homepage, about/institutional profile, programs and research areas, publications and knowledge products library, news and media, events, team/leadership profiles, partnerships, and contact.- Develop a modern, professional visual identity for the website consistent with (or, where necessary, in coordination with an update to) agency's brand guidelines, including typography, colour palette, iconography, and imagery style.- Design a searchable and filterable publications/knowledge products library and articles (by theme/ topic, publication type, date and author).- Design searchable and filterable events and engagements (by event name, event date, event year, partner organizations, speaker names and profiles, topic or theme and platform it was hosted).- Design responsive layouts that render effectively across desktop, tablet, and mobile devices.- Incorporate features to elevate agency's visibility, including a news/media room, event listings, newsletter sign–up, and social media integration.– Website Development and CMS Build- Develop the website in line with the approved designs, using an agreed CMS that allows agency staff to independently create, edit, and publish content.- Build core functional features, including a publications/document repository, search functionality, multilingual support (English and French), contact/enquiry forms, and newsletter subscription integration.- Ensure the site is built to current web standards for security, performance, and accessibility (e.g. WCAG 2.1 AA where feasible).- Optimise the site for search engines (on–page SEO, metadata, sitemap, structured data) and for fast loading speeds and SEO ranking.- Set up website analytics (e.g. Google Analytics or equivalent) and integrate any required third–party tools (e.g. email marketing platform, social media feeds).– Content Migration and Population(2) All the questions must be submitted no later than November 13, 2026.
