KE-MOALF-571596-CS-INDV Database Administrator The Government of Kenya has received a Credit from World Bank towards the cost of the Food Systems Resilience Project (FSRP) and intends to apply part of the proceeds for consulting services as indicated above. The consulting services (“Services”) main objective of the assignment is to strengthen the Agricultural Information Resource Centre (AIRC) capacity as it transforms into the Kenya Agricultural Digital Information Centre (KADIC) to generate, manage, analyze, and translate agricultural data into timely, reliable, and actionable information that supports evidence-based decision-making, digital agricultural services, and improved agricultural productivity. The consultant shall be contracted for an initial period of twenty-four (24) calendar months from the contract commencement date. This period is subject to extension up to the project closing date, based on project needs, availability of funds, and satisfactory performance. The State Department for Agriculture (the “Client”) through the Food Systems Resilience Project now invites eligible individual (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested individuals MUST provide information indicating that they are qualified to perform the services (attach curriculum vitae (CV), copies of documentary evidence of academic qualifications, professional qualifications. The shortlisting criteria are as follows; i) KE-MOALF- 569688-CS-INDV-Data Science expert 1 and KE-MOALF-570715-CS-INDV- Data Science expert 2 A minimum of a Master’s degree in Data Science, Statistics, Mathematics, Economics, Computer Science, or another relevant quantitative field from a recognized institution. At least five (5) years of demonstrable general professional experience in managing and analysing large institutional datasets, developing statistical models, and applying statistical analysis and data-mining techniques. At least three (3) years of demonstrable specific professional experience in the use of statistical and data-mining tools and techniques, database querying and management, Geographic Information Systems (GIS), distributed data-processing systems, and High-Performance Computing (HPC) environments. ii. KE-MOALF-571589-CS-INDV; System Analyst A minimum of a bachelor’s degree in Computer Science, Information Technology, Information Systems, Software Engineering, Business Information Systems, or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in systems analysis, business-process analysis or information systems implementation. At least three (3) years’ demonstrable specific experience in requirements engineering, business-process modelling, functional specifications, systems integration analysis, system testing, user acceptance testing and requirements traceability. iii. KE-MOALF-571591-CS-INDV; Learning Designer Expert A minimum of a bachelor’s degree in Communication, Instructional Design, Learning Design, Educational Technology, E-Learning, Curriculum Development, or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in learning design, instructional design, curriculum/content development or digital learning. At least three (3) years’ demonstrable specific experience in digital learning design, instructional content development, storyboarding, assessment design, learner engagement, e-learning development and learning evaluation. iv. KE-MOALF-571593-CS-INDV; Webmaster Expert A minimum of a bachelor’s degree in Computer Science, Information Technology, Information Systems, Web Development, Digital Media, or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in website administration and web operations. At least three (3) years’ demonstrable specific experience in CMS administration, website maintenance, web security, backups and restoration, performance optimization, web analytics, accessibility and content publishing. v. KE-MOALF-571594-CS-INDV; User Interface Developer A minimum of a bachelor’s degree in Computer Science, Software Engineering, Information Technology, Human-Computer Interaction, Interaction Design or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in user interface/front-end development. At least three (3) years’ demonstrable specific experience in responsive web/mobile interfaces, reusable components, API integration, accessibility, usability, cross-browser/device testing and interface performance optimization. vi. KE-MOALF-571595-CS-INDV; Backend developer expert A minimum of a bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in backend/software development. At least three (3) years’ demonstrable specific experience in server-side application development, RESTful APIs, systems integration, secure coding, database-backed services, automated testing, performance optimization and production deployments. vii . KE-MOALF-571596-CS-INDV; Database Administrator A minimum of a bachelor’s degree in Computer Science, Information Technology, Information Systems, Database Administration, Software Engineering, or a related field from a university/institution recognized in Kenya. At least five (5) years’ demonstrable general experience in database administration and management. At least three (3) years’ demonstrable specific experience in enterprise database administration, database performance tuning, backup and recovery, database security and access management, high availability, database monitoring and database lifecycle management. 6.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised 4th Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. 8.
