(1) Vendor needs to provide cybersecurity governance, risk and compliance solution..– Implementation of a comprehensive Governance, Risk, and Compliance (GRC) solution that strengthens ability to manage enterprise risk in a structured, repeatable, and auditable manner across electric and water utility operations.– The selected solution shall support the full risk management lifecycle, including preparation, risk assessment, risk analysis, risk evaluation, risk treatment, monitoring, and ongoing communication with stakeholders. – The solution must enable to consistently identify, assess, document, prioritize, and manage risks across information technology (IT), business areas, third–party relationships, and enterprise business processes and provide centralized capabilities for managing third–party risk management (TPRM), criticality impact assessments, preliminary risk analysis, threat risk assessments, and a centralized enterprise risk register with reporting capabilities.• Product licensing, maintenance, and support.• Service Level Agreement (SLA).• Cybersecurity and infrastructure hardening.• Product functional/technical project team training including Train–the–Trainer.• Product upgrade, patching, and bug fix approaches.• Environment management and refresh approach, i.e. for Test and Production.(2) Pre–bid meeting will be held on August 4, 2026.(3) All the questions must be submitted no later than August 7, 2026.
