(1) Vendor needs to provide facilities condition assessment consultant services to the government authority located in Westborough, MA.• Provide comprehensive facility condition assessment, capital planning, and related advisory services.• The engagement is intended to establish a consistent systemwide understanding of facility conditions; identify and quantify deficiencies; estimate repair, renewal, and replacement costs; calculate Facility Condition Index (FCI) values; and support prioritized capital investment planning.• Visual, non–invasive assessment of buildings, site infrastructure, and major building systems, including applicable architectural, structural, envelope, roofing, interiors, mechanical, electrical, plumbing, fire protection, life safety, vertical transportation, controls, security, utility, civil, accessibility, and related assets.• Development of FCI calculations, prioritized deficiency inventories, capital renewal recommendations, funding scenario analysis, lifecycle analysis, benchmarking, and investment planning to support deferred maintenance and long–term capital decisions.• Project management, campus coordination, stakeholder engagement, quality assurance, draft review, final reporting, executive presentation support, and delivery of electronic data and reporting materials in usable formats.(2) All questions must be submitted no later than September 11, 2026.
