(1) Vendor needs to provide therapeutic living program services to the government authority located in Kailua–Kona, HI.• The research in the area of substance abuse demonstrates the destructive impact of alcohol and other substance abuse on personal health and health care costs, the spread of communicable disease, educational performance and attainment, work force participation, safety and productivity in the workplace, and financial stability• Studies reveal that a large percentage of persons who are arrested for both drug and nondrug offenses (such as thefts, burglaries, robberies, assaults, rapes, and homicides) test positive for recent drug use.• The program shall focus on rehabilitation to encourage the parolee to develop skills to become self–sufficient and capable of increasing levels of independent functioning where appropriate.• The program shall encourage the participation of the parolee in the daily milieu and in the development of the parolee’s treatment or recovery planning and evaluation.• The program shall provide a room for residents to gather during leisure time.• The program shall have the resident’s rights policies andprocedures governing the legal, civil, and human rights and policies in the parolee’s orientation including:– Procedures for handling complaints and grievances of residents– Documentation of consent to program services– Financial information(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 22, 2026.(4) non–mandatory orientation will be held on October 20, 2026.
