THE COUNTY OF KERN IS EXTENDING AN INVITATION TO BID FOR THE ENGINEERING, FABRICATION, TESTING AND DELIVERY OF AN ULTRA-LOW EMISSIONS ENCLOSED GROUND FLARE, TO BE USED AT A CALIFORNIA LANDFILL. Completion of the Specification/Scope of Work packet and these Quotation Request documents, including the Vendor Information portion, are requirements and must be returned with your response. BID RESPONSE INSTRUCTIONS: It is the sole responsiblilty of the Vendor to return responses by the time and date stated. If that is not possible, you may call: 661-868-3017, but responses may be delayed) Questions may be submitted through the bid on Public Purchase.com ALL LATE BIDS WILL BE REJECTED WITHOUT EXCEPTION !! Quotation Responses may be submitted online through the bid posted on Public Purchase.com, or Sealed Bids delivered to: Kern County Purchasing Attn. Cynthia Nicholson 1115 Truxtun Avenue Bakersfield, CA 93301 before 11:00:00 a.m., PST on Tuesday, July 14, 2026. The Quotation Request # PR2600211, " Landfill Flare 6.2026", must appear on the outside of the envelope. If you are submitting online through Public Purchase, it is the Vendor's responsibility to make sure the required completed Scope of Work-Comply/Exception pages are completed, along with the Quotation Request form are uploaded and returned with your online response. Faxed, or direct emailed responses are not allowed. If you do not agree with all of the information on theScope of Work page, you must state that, or not sign it. Signing/initialing means you fully agree and comply. VENDORS MAY SUBMIT MORE THAN ONE RESPONSE BY MAIL, IN PERSON, OR THROUGH PUBLIC PURCHASE.COM. IF THEY WANT TO OFFER MORE THAN ONE DELIVERY DATE AND PRICE, OR OTHER VARIATION. THE LANDFILL FLARE MUST BE DELIVERED WITHIN 52 WEEKS, ARO. PREFERENCE WILL BE GIVEN FOR AN EARLIER DELIVERY. PENALTIES WILL BE IMPOSED FOR LATE DELIVERY. PERCENTAGES ARE OFF OF THE TOTAL PROJECT COST AND SHALL BE IMPOSED AT THE FOLLOWING RATES: 10% penalty if delivered within 1-15 days late, 15% penalty, if delivered within 16-30 days late, 25% penalty, if delivered within 31-60 days late and 100% penalty, if 61 days, or more late. Penalty percentages are of the total project cost. ALL OTHER FAILURES OR DEFIENCIES MUST BE FULLY CORRECTED, OR SHALL BE SUBJECT TO 100% LIQUIDATED DAMAGE PENALTIES!!
