(1) Vendor needs to provide manager recruitment service to the government authority located in York, ME. – Provide professional executive recruitment services to assist the Council in recruiting, evaluating, and selecting a new Manager.• Position Profile Development: Work with the Town Council to develop a detailed position profile and candidate specification, including desired qualifications, experience, leadership characteristics, and compensation parameters. The profile shall reflect community input and Council priorities.• Candidate Recruitment: Conduct active, targeted outreach to identify and recruit qualified candidates, including individuals not actively seeking new positions. The firm shall maintain and leverage a professional network of municipal management professionals.• Applicant Screening: Receive and review all applications; conduct preliminary screening and reference checks; and present the Council with a manageable slate of qualified semi–finalists, along with written assessments of each.• Interview Facilitation: Assist the Council in structuring and facilitating finalist interviews, including development of interview questions and evaluation materials. Coordinate logistics for on–site visits as appropriate.• Reference & Background Verification: Conduct in–depth professional reference checks on finalist candidates and assist the Council in commissioning or interpreting background screening results.• Negotiation Support: Advise the Council on compensation benchmarking and assist with offer negotiation and employment agreement terms, consistent with all laws.(2) All the questions must be submitted no later than June 29, 2026.
