(1) Vendor needs to provide lobbyist services to the government authority located in Minnesota. • Provide effective, proactive and accountable state lobbying services.• Member priorities into a focused legislative strategy, build and maintain bipartisan relationships, identify opportunities and risks early, and consistently move agreed–upon priorities forward.• Develop a written annual government relations work plan with objectives, targets, key decision makers, partners, risks, timelines and measures of progress.• Provide strategic counsel on legislative agenda, positioning, timing and allocation of advocacy resources.• Draft or coordinate bills, amendments, budget requests, testimony, talking points, one–page summaries, letters and other advocacy materials as needed.• Secure bill authors and coauthors and develop a plan for committee hearings, budget negotiations and end–of–session decisions.• Meet directly with legislators, staff, state agency leaders and the governor’s office on behalf.• Monitor relevant bills, amendments, committee agendas, fiscal notes, budget negotiations and administrative developments. • Provide timely analysis that explains impact, urgency, recommended position and the action should take.(2) All the questions must be submitted no later than October 16, 2026.
