(1) Vendor needs to provide federal legislative services to the government authority located in Oregon.– Securing FTA and Congressional support for a potential Full Funding Grant Agreement (FFGA) for New Starts, Core Capacity, and Small Starts Projects– Advising and assisting agency in the pursuit of funding opportunities that help advance a regional transit program including discretionary grant funding under the Surface Transportation Authorization and other applicable grant opportunities– Advising agency on how to maximize their authorized transit formula funding;– Advise and review agency comments on any federal rulemaking or guidance process to successfully advocate for agency interests.– Ensuring that grant requests, Full Funding Grant Agreement amendments, and other major administrative actions proceed in accordance with agency and regional objectives;– Exploring and developing funding requests within non– transportation areas including but not limited to homeland security, housing, human services, public safety, economic development, energy, climate and finance;– Advising on how agency should weigh in on congressional action or legislation relating to transportation, economic development, homeland security or other relevant topics– Reviewing and drafting materials to support agency engagement in the next surface transportation legislation;– Preparing written and oral testimony for congressional and administrative hearings, conferences or panels;(2) All questions must be submitted no later than October 27, 2026.
