(1) Vendor needs to provide affordable housing development consultant services to the government authority located in Boston, MA.– Provide feasibility studies, financial modeling, project management including financing and permitting applications, and strategic planning.– Advance the financial repositioning, preservation and modernization of 10,000–unit subsidized housing portfolio through a broad range of affordable housing financing sources; as we renovate and modernize the existing portfolio; and as we expand portfolio of affordable housing through new construction.– Conduct financial feasibility analyses and assist in evaluating and prioritizing preservation, modernization, redevelopment, and new construction projects.– Prepare, review, and update development budgets, sources and uses, operating pro formas, financing models, and related financial analyses in support of project planning, funding applications, financing, and closings.– Review development proposals, financial terms, transaction documents, and other materials prepared by third parties and provide analysis and recommendations.– Assist in developing and maintaining templates, tools, procedures, development standards, and other resources to improve consistency and efficiency across development projects.(2) All questions must be submitted no later than November 6,2026.(3) The contract period will be for four years.
