Country: Federal Democratic Republic of Ethiopia Project: Horn of Africa Initiative: Regional Economic Corridor Project (Addis-Djibouti Corridor) Grant No.: IDA-E2160 Assignment Title: Consultancy Services for Reviewing Environmental and Social Management Manual of the Ethiopian Roads Administration (ERA) Developed in 2008 and Establishing an Environmental, Social Health and Safety Management System (ESHSMS) Proc. Reference No: ET-ERA-481600-CS-QCBS The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consulting services. The consulting service (“the Services”) is to review the Environmental and Social Management Manual of the Ethiopian Roads Administration (ERA) Developed in 2008 and Establishing an Environmental, Social Health and Safety Management System (ESHSMS) and will focus on strengthen ERA’s environmental and social risk management by updating its 2008 manual and developing a World Bank ESF-compliant ESMS through gap assessments, policy and document reviews, enhanced management procedures, monitoring tools, and capacity-building programs for key stakeholders. The Consultant is expected to conduct: Objectives of the Service Review and update ERA’s 2008 Environmental and Social Management Manual and develop a comprehensive Environmental and Social Management System (ESMS) tailored to the Ethiopian context. Align the ESMS with the World Bank Environmental and Social Framework (ESF), including all ten Environmental and Social Standards (ESSs), and ensure compliance with the Environmental and Social Commitment Plan (ESCP). Assess national policies, legal and institutional frameworks, and ERA’s existing environmental, social, occupational health and safety (OHS), and climate change management systems to identify regulatory and compliance gaps. Review ERA’s existing manuals, policies, guidelines, procedures, and ISO-related environmental and social management documents, and identify areas requiring improvement. Evaluate sample ESIAs, ESMPs, RAPs, contract documents, design reports, monitoring reports, and related project documents for compliance with national regulations and international good practice. Develop an updated ESMS comprising policies, procedures, management systems, guidelines, templates, and protocols to effectively manage environmental, social, health, safety, climate, labor, traffic safety, biodiversity, and cultural heritage risks across ERA’s project portfolio. Deliver training and awareness programs for ERA staff, consultants, contractors, and other stakeholders on the ESMS, updated manual, and environmental and social requirements. Develop an ESMS monitoring software/dashboard to support implementation, tracking, and reporting. The services will be conducted over a period of 365 days (Three Hundred Sixty Five days) from the date of effectiveness of the contract (after an issuance of letter of commencement). The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Key experts will not be evaluated at the shortlisting stage. The following criteria will be used to assess the Expression of Interest documents: Company Establishment [regarding its Areas of Expertise, Core Business, and Year in the Business] Technical and Managerial Organization of the firm Number and diversity of permanent personnel related to the service Experience completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least the last ten years: Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, Issued February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
