(1) Vendor needs to provide human capital management (HCM) system solution and implementation services.– Provide, implement, and support a comprehensive human capital management (HCM) system to replace its existing HR, payroll, time and attendance, and related workforce management systems.– Solution will include core human resources, payroll, time and attendance, benefits administration, recruiting and applicant tracking, performance management, compensation management, leave administration, compliance management, learning management, reporting and analytics, data migration, integrations, training, implementation, and ongoing support and maintenance.– Providing a secure, configurable, and scalable solution that supports current operational needs and future workforce management requirements.– Implement a single, integrated human capital management (HCM) solution that supports the complete employee lifecycle.– Provide a secure, scalable, cloud–based solution with strong internal controls, role–based security, and protection of confidential employee and payroll information.– Provide a configurable solution that supports future organizational growth, changing business requirements, regulatory changes, and evolving benefit programs without significant custom software development.• Human resources information system (HRIS).• Payroll services.• Employee time and attendance.• Learning management system (LMS).(2) All the questions must be submitted no later than September 15, 2026.
