(1) Vendor needs to provide non–motorized transportation plan and comprehensive safety action plan update services to the government authority located in Charlotte, NC.– Non–Motorized Transportation Plan1. Identifying barriers to non–motorized travel, including infrastructure, land–use, and perceived (e.g., Detroit International Freight Terminal, interstates, factories). 2. Mapping and consolidating infrastructure data such as existing sidewalks, bike lanes, paved shoulders, shared–use paths, trails, and crossing facilities.3. Reviewing pedestrian and bicycle data such as volume to determine current usage patterns.– Comprehensive Safety Action Plan1. Conducting an assessment of the progress made in achieving the goals outlined in the 2022 CSAP.2. Analyzing citywide crash data and roadway usea. Developing a community engagement plan that identifies stakeholders and communities, includes a targeted and comprehensive strategy for engaging a diverse range of stakeholders, outlines a clear timeline of activities, and communicates key design decisions and outcomes that are accessible to the public.(2) A pre–proposal conference will be held on July 20,2026.(3) All question must be submitted no later than July 22, 2026.
