(1) Vendor needs to provide Aqueous Film–Forming Foam (AFFF) collection, transportation, and destruction services to the government authority located in Columbus, OH. – Provide statewide collection, transportation, and destruction services for Aqueous Film–forming Foam (AFFF) containing per– and polyfluoroalkyl substances (PFAS) under a contract organized into two independently– bid geographic Zones.– Provide eligible generators throughout the state a convenient, no–cost opportunity to surrender legacy AFFF for proper destruction.– Ensure complete chain of custody and proper handling of collected material from intake through final destruction.– Achieve destruction of PFAS in collected AFFF through a Destruction Technology that has been demonstrated as an effective method to break the exceptionally strong carbon–fluorine bonds and/or destroy persistent PFAS chemicals.– Obtain competitive, transparent per–gallon pricing across Zones.(2) Pre–bid meeting will be held on November 2, 2026. (3) All the questions must be submitted no later than November 13, 2026.
